Flickering lights/shadows with 3.2.x not with 1.3

With no mods installed except ttw, I get flickering lights. I disabled ambient occlusion and even everything In the shadow ini and still get flickering. I ended up reverted back to 1.3 as this is as must have mod. Thank you any help is apppreciated.
