Neon Blue Hair Empty Neon Blue Hair

So, I just reinstalled oblivion and installed of course obse and oblivion reloaded first and started the game up to test, and my characters hairs are light neon blue for all characters, mind you the game is vanilla excepted reloaded at this point, help please?

24gb ram
Gtx 1050TI
Ryzen 5 2400G (I know it's terrible it's a prebuilt)

Download and install the package here to your \Data folder: https://www.tesreloaded.com/t11-additional-packages. It's the last package. Note that you only install the textures folder.
