Nothing is happening? Empty Nothing is happening?

I've followed all the instructions, twice. When I go in-game and press 'O', nothing happens.

Are there steps not listen in the README? I'm conscious older versions required me to delete the Oblivion.ini.

Simple put, you've borked the install.  Is OblivionReloaded.dll.config in OBSE\Plugins? And deleting Oblivion.ini is not truly necessary.
