As the title says I'm not sure if it is user error somehow, but for whatever reason the godrays are not working. I have them enabled via the .config file. I also have this mod (https://www.nexusmods.com/oblivion/mods/50563) installed that could be the reason.

Godrays are enabled by default and they work perfectly.
I do not know how to help about a mod that is not mine.
