Turning off the HDR setting in the menu causes my game to crash. For some reason the game is WAY too dark- especially at night - and I wanted to see if disabling HDR might fix the issue. Any idea what's going on?

Oblivion does not work without the HDR. There are a lot of problems (vanilla game), so i strongly recommend to not disable the HDR.
About the darkness, probably you have an other mod like AN in addition to OR weather mode. Disable AN or setup OR weather mode coefficient for the night darkness as you prefer.
