Water Visual Bug

Getting an occasional bug in some low lying areas. When descending a hill outdoors, the area will appear to be underwater. It's not apparent at the top of the hill, but appears as I start to descend. Most prominent area I've encountered is on approach to the Nevada Highway Patrol building on the western part of the map. Characters are not actually swimming, just walking normally. A thought is was Nevada Skies causing it at first. I disabled everything else, including Charge's Hi Def Texture mod. None of that helped. When I disabled NV Reloaded, the bug disappeared.
