Dungeon water

Dungeon water is invisible with the water shader enabled and no changes to the OBR .ini file or water shader .ini and all shader effects active. Disabling all shader effects makes no change. No water textures or other mods that change water installed. Disabling the water shader makes the dungeon water appear. Any way to fix?

Did you reboot machine prior to loading Oblivion? Running AMD? ENB? ReShade?

Yes I rebooted. I'm running Nvidia 1080. No Enb. No ReShade.

I'm not sure, off hand. How did you install OR? Are you running a mod manager? If so, which one? Sorry for basic questions if you are a veteran. We get a lot of people new to modding and essential troubleshooting steps, so I have to ask the basics.

Installed manually. I would call myself a veteran modder, but a noob to Oblivion Reloaded. But I think I got the hang of most of OR's features.
Except for equipment mode which just crashes the game as soon as I enable it and try to equip/unequip a weapon. A topic for another thread.
I just tested with a clean install and no mods aside from OR and the typically recommended OBSE stability plugins.
Dungeon water in the tutorial sewer is still invisible. It's a minor issue, but I'm baffled as to what could be causing it.
Any ideas as to the cause would be appreciated. I'm willing to test and try whatever might help. Just point me in the right direction.

I'm not sure about the water.  I know Equipment Mode is buggy and should remain disabled unless you want to deal with instability.
