FPS drop (35FPS max) with reloaded (100fps without)

Dear forum,
Recently I got started with modding oblivion and Reloaded came highly recommended. I could immediately understand why. The features it adds are really amazing! However, unfortunately I've run into an issue. I'm experiencing bad FPS. I've tried troubleshooting. I installed a fresh copy of oblivion with only OBSE and OB reloaded, following the instruction manual but I keep experiencing the same issue. This leads me to the conclusion that my computer lacks the required hardware to run OB reloaded with 60 FPS+ but I cannot find the hardware requirements.
My computer specs are as follows:
nVidia 960m 1g with 2g Vram
Intel I7-6700HQ @ 2.6GHz
16g ram
Is it normal for me to have 35FPS or is it worth troubleshooting further?
I would greatly appreciate any advice!
